I got the impression from
'RAMPS is quite happy with the 12 V line from PCPowerSupply. Or you can hack up a 12V laptop power supply, or other 12 V "wall wart" power supply. Be sure that the power can output 5A or greater. Additional 11A may be needed for heated bed support. ' that the 12A connection was only required for heated bed which I am not running for the moment

Sounds like you know what you are doing.

Side note: Does it matter that some laptop power supplies are 19.5V?

I think I read the board may tolerate it, just, but this one is 12V

From what I can ascertain the commands never make it to the board or it refuses them. Everytime I click a command the 'commands waiting' value just goes up.
Seems to me like the board may be locking itself. As mentioned before none the menu options on the LCD can be selected.
All it does is reset itself when connected via Repetier and acknowledges an SD card (blank)

Now on the last couple of connections Repetier spews out a whole load of errors -'wrong cheksum' until it crashes out.

What are your Printer Settings>Connection settings and what firmware are you using?

Using Repetier firmware, just waiting on other computer to fire up so I can see what version I sent.
I did try and use the settings you posted when configuring the firmware as far as I could recognise the values

What firmware?

Try different reset on connect settings. That has worked for me in the past.
